The 2004 Binyamin Ze'ev Herzl Law (Memory and Activity)
At the approach of the 100th anniversary of the passing of Binyamin Ze'ev Herzl (June 29, 2004), the Knesset legislated the Binyamin Ze'ev Herzl Law. The purpose of the Law was to teach future generations Herzl's vision, heritage and activities. The Law marks Herzl's birthday, Iyar 10th, as a National Day, and calls for the establishment of a public council which would recommend to the Prime Minister ways to implement the Law.
The Public Council for the Commemoration of Binyamin Ze'ev Herzl was established on the basis of a law for the purpose of recommending and monitoring targets of operation and policy, as determined by the Law. The members of the Council are appointed by the Prime Minister. It comprises 21 members, including representatives of the Prime Minister's Office, the Ministry of Defense, the Ministry of Education, the IDF, the World Zionist Organization and public representatives. The Council Chairman is Dr. Daniel Polisar, President of the Shalem Center.
